The concern isn't injector duty cylce, its pump duty cycle. It's never advisable to run the pumps at their max, fca wouldn't do it and I certainly don't advise a customer to do it. Given good da and a sustained pull, the issue will only become worse.
There's no way to increase fuel pressure...
I'm extremely skeptical that the rails are going to have a significant effect on fuel pump duty cycle. I will admit I have not tested before and after because we typically only do rails when doing a full return system. I wouldn't mind being proven wrong though. I would hate to recommend a mod...
On a stock car the gains are minimal. the biggest gain you're going to see is from raising the shift points to be honest. Although if you did a race gas tune you could see some much more significant gains.

I'm as upset about the situation as you are, but we could have handled this differently. I don't know what I could have done at that point other than to reimburse you for a detail on the car. Or make Big Power do it. I learned a hard lesson from this entire situation about recommending...
I don't see the fuel causing it. Really strange. I'm not really sure what else could cause it to have that issue to be honest. Do you change the sock when you changed the pump?

Ya 89.0015 is the max dc on the pumps so it's maxing the pump. I see it a lot on pulley pump gas cars but I'm a tad surprised to see it on a stock vehicle. It may be worth just adding a bap and see if it fixes it.
